Edward
J. Kinberg was born in St. Louis, Missouri in 1954. Upon graduation
from Horton Watkins High School in 1972, he attended Drury College
in Springfield, Missouri, where he earned a Bachelor of Arts Degree
in Economics and Social Science in 1975. While attending college,
Mr. Kinberg was a member of the Army's Reserve Officer Training
Corps and received a commission as a Second Lieutenant in the United
States Army Reserve.
Mr. Kinberg was allowed to defer his active duty service until 1978
in order to attend Law School at the University of Missouri –
Kansas City. He earned his Juris Doctor degree and was admitted
to the Bar of the State of Missouri in 1978.
Military Service
Upon graduation from law school, Mr. Kinberg was assigned to the
Army's Judge Advocate General Corps in 1978 until his retirement.
Mr. Kinberg remained on active duty until his retirement in 1994.
His first assignment was with the Army's 3rd Infantry Division in
Aschaffenburg, Germany where he served as a Trial Defense Counsel,
representing soldiers charged with violating the Uniform Code of
Military Justice.
His next assignment was at Fort Knox, Kentucky, where he served
in a variety of assignments, completing his tour of duty as the
Chief of the Legal Assistance Office, Senior Military Law Instructor
at the Armor School and Military Magistrate. As a magistrate, Mr.
Kinberg was responsible for acting on the legal sufficiency of pretrial
confinement requests and requests for search warrants.
Mr. Kinberg's next assignment was at the Judge Advocate General's
Graduate School in Charlottesville, Virginia, where he studied federal
procurement law. Upon graduation, Mr. Kinberg was assigned to the
Contract Appeals Division of the Office of the Chief Trial Attorney
in Falls Church, Virginia. For the next four years, he served as
a trial attorney representing the United States Army before the
Armed Services Board of Contract Appeals for contract appeals and
the General Accounting Office in bid protests.
Mr. Kinberg next served at the Deputy Chief of the Contract Law
Division and Procurement Fraud Coordinator for U.S. Army, Europe.
He completed his service as a Senior Contract Attorney for the U.S.
Army Aviation and Troop Support Command in St. Louis.
Private Practice
Mr. Kinberg was admitted to the Florida Bar in 1994, at which time
he joined the law firm of Dugan and Dugan, P.A. in Melbourne, Florida.
In 1996, Mr. Kinberg opened his own firm, Edward J. Kinberg, P.A.,
in Melbourne, Florida. As the firm grew, its name was changed to
Kinberg & Associates, LLC. Mr. Kinberg’s areas of practice
are government contract law, construction law, business law and
administrative law.
Mr. Kinberg is a fellow of the National Contract Management Association
(NCMA). He has served as a National Executive Officer and Member
of the Board of Directors. In addition, Mr. Kinberg has served on
the Board of his local NCMA Chapter since 1996, holding numerous
positions, including Chapter President.
He is also an active member of the Space Coast Chapter of Associated
Builders and Contractors, having served two terms as the President.
While serving as President, he established a "Handlebars for
the Holidays" program in Brevard County which provides bikes,
helmets and locks to needy children in Brevard County.
Mr. Kinberg also served on Florida's Building Construction Industry
Advisory Counsel for three years, the last two of which he served
as the Chair. He is the Founder and served as the Chair for several
years on the Construction Industry Advisory Board (CIAB) at Florida
Institute of Technology (FIT), which was responsible for establishing
a new degree program in Construction Management at FIT.
Mr. Kinberg served as the Chair of the Melbourne/Palm Bay Chamber
of Commerce Business and Education Committee in 1996 and 2000. He
is the founder of the Academy of Business and Finance (ABF) at Melbourne
High School and the Academy of Construction and Design at Palm Bay
High, both of which are joint ventures of the Chamber and the Brevard
County School District.
Mr. Kinberg served as the Chair of the Business Advisors Counsel
for the ABF from 1996 through 1999 and as the Vice Chair for Development
for the Construction Academy. Mr. Kinberg is also a founding member
of the Chamber's Education Foundation and has served as the Chair
of the foundation. He has also served as Director and Vice Chair
of the Melbourne/Palm Bay Chamber of Commerce.
Mr. Kinberg also served on the Board of Directors for Hacienda Girl's
Ranch from 1994 through 1998. Mr. Kinberg has been an active supporter
of Big Brothers and Big Sisters of Brevard County, participating
in numerous fund raising activities.
Mr. Kinberg is a member of the Brevard County Chapter of the Home
Builders and Contractors Association. He is a member of Brevard
Small Business Assistance Council and has served as a business advisor
for the Brevard County Small Business Assistance Program.
Mr. Kinberg has written numerous articles involving contract and
construction management and is a frequent speaker on a variety of
subjects. He is also a certified Civil Court Mediator in the State
of Florida and a qualified Arbitrator.
Mr. Kinberg and his wife, Mary, were married in 1975. They currently
live in Satellite Beach, Florida with their four children.
